I have never really looked at one closely but I have noticed they have the starter on the wrong side, is the block different or just the trans?

The transmission is different. The starter location doesn't have anything to do with the block since its not a chevy and the starters bolt to the transmission

Some jeeps if not all jeeps have them on the passenger side. I knew they bolted to the trans but I didn't know if there was any special clearancing or anything on the blocks. It could make it easier for header clearance on some apps to have the starter on the other side as the steering box.
