I thought I got a good deal at a swap meet today, but the coil wire was missing the conductor.

It looks like there is a fine black insulator over the center conductor (center is very fine standed filaments?).

Do I need to strip back all 3 layers (orange/blue/black) leaving only the stranded wire?
