I'm having a hard time picturing where this sits. Anyone have installed pics? I don't see it in the shop manual.

This is the rubber that goes on the front edge of the metal filler piece that bolts to the lower core support and fills the space between the bumper and rad support. If you open the hood and look down in front of the radiator it will fill that space, you should not see the ground there. There are 4 bolts the go Into the lower core support to mount it. Does not bolt to the bumper brackets on the 67 Plymouth. What car do you have?
