I'm fixing up a 69 barracuda and am having no luck getting rear brakes on to work on the car. I installed all new wheel cylinders and a new master cylinder, bleed from brakes and got a decent brake pedal, but I can't get any rear brakes. When bleeding the pedal doesn't go down, I believe the portioning/distribution block may be bad. The car has sat since 1992 and I'm working on making it road worthy again. How offer does this occur and who sells them?

I would be suspect of the rear rubber hose being plugged first.

first find where it is plugged. seperate the hard line from the rear neoprene hose & if still plugged then take off the rear line at the splitter and is it a 4 wheel drum splitter or a disc prop valve
