I had been fighting this on my 67.. I installed a new dash voltage reducer and it seems to have fixed it.. I say "seems to" because I do not have a lot of time driving it since the new parts..
My temp gauge is still acting up and I am going to try a new thermostat there...

Add a couple new grounds. I chased plenty of issues with my '71 that I had a long time ago. I got fed up and added a new ground to either side of the cluster. (This is the standard dash with the strip speedometer, right?)
