Have you tried loosening the cluster screws and tightening them again?

The picture I posted shows the screw that grounds the circuit board to the cluster frame. If you run a jumper from that screw to a good body ground it will ground the cluster and the circuit board. You are losing the ground in one of two if not both places now. The cluster to dash frame and or the circuit board to cluster.
