I have a motorhome 413 that came with a thick balancer. Looks like this one on the 440 Source site:

How can i reuse this balancer with a passenger car water pump housing and pulleys? I already have the truck timing cover with timing marks. Is it OK to swap this out with a thinner 440 internal balancer?

Yes, you can swap it for a car balancer, which will allow you to use standard pulleys, but you will have to change out the timing cover also, otherwise the timing tab will not clear the car balancer, which is thinner and larger diameter.
