Bottom row fender tag codes before the VIN, ?

My 1969 Dart GTS LS23H has two codes on the bottom row of the fender tag that I am having trouble decoding  They are E63 and then D21 with a space between them and then another space between the D21 and the VIN LS23H9B. Also while I'm asking for help where should the scheduled production date code be located on this fender tag BTW, there is a number on the row above the bottom row that is directly above the sequence number after the VIN cod, it is 087952 with no other letters in front of it, what is this number  Thanks in advance

Cab, here's a good link that explains the codes. http://www.mymopar.com/6971opcodes.htmE63 is 69 only 383 4bbl 335 hp & D21 is the 4 speed manual trans. The numbers above the sequence #'s are the vehicle order # and the date (month & day) are to the left of that. You said its a 340 GTS?

You said its a 340 GTS?
No, it is a 383 4 speed car,stripe delete, radio, heater, console with tach, nothing special  Definetily not a 340 car.
EDITED I looked at the link(Thanks for that ) and see what I thought was a wierd code, A28 for a Polara value package B, is actually the SPD? Yes? If so then the car was acyually sceduled to be made on October 28 of 1969, yes or no

Thanks, I should have thought a little longer on the year 
Still learning after all these years, hopefully 
Just to be sure the 383 A-body engine was actually rated at 330 horsepower, not 335.
