My 69' b-body came originally with a sleeve over one(rear) bushing on the upper a-arm. does this have to be installed. My moog bushings did not come with one and I destroyed the old one getting the bushing out.

Me too.
Those sleeves were worthless, and didn't do a darn thing from the git go.
Some "engineer" at Chrysler, a long tome ago, got the brilliant idea to have them installed on the rear bushing only, on some 6 cylinder A body cars, and on B body cars, it was hit or miss, what cars got them.
I have lots of them in my collection.

But Jim,

If they are worthless why did you hoard a pile of them

Because there isn't any demand to sell them.

Nobody want's them.

Any how many people even know what the heck they are, anyway?

Uneducated masses do not make something worthless, just unknown. No, probably not a crucial component but they are a correct part to include. Anyone running a car they came on through a high end judged event should have them.

Scott, if i was to go about selling these things, i would then be your competition in the parts selling business, and then i wouldn't know how you would feel about that?

"Hemi Upper Control Arm Bushing"

Funny, had a set on my slant six Demon...and slant six Dart Sport...drum brakes and that heavy duty 7.25 rear end too.

Toss em on EBAY Jim...you know lots of folks will pay as much for original parts as they would reproductions. At 2/$49 per car youve got a nice little chunk of change there.

Well...I am a Mechanical Engineer and I cant figure out what the part really does. Probably invented by the same guy who invented left hand thread lug nuts for the left side of the car. I am sure he had a PhD and everyone thought he knew what he was doing so they followed him. I have worked for a few like that and eventually they were fired. and...they ditched the LH thread lug nuts.
