whats the proper way to charge up a car battery? I have a charger that charges 10 or 2 amps.

2 amps would be considered a trickle charge, it does a good job of getting the battery fully charged but can take 1.5-2 days 10 amps is a typical slow charge & should fully charge a good battery in a couple hours though the 2 amp would actually get a deeper full charge the 10 amp is fine...Charging at 30-40 amps with a big charger takes less time but again you'll get a better charge at the lower setting...
