so NON-fresh air cars had the shield in the front of the air filter ? that's what I'm trying to figure out - thanks

Not always. Here's a picture from a Dec. 69 MT road test of a CA 440+6 air grabber car. Also, my LA 70 has the shield, too. Only a guess but maybe part of noise reduction required on CA cars.
