do it look like the balancer is wobbling at idle with the belts off ?
was the motor rebuilt ?

It could be almost anything , unless the balancer is out of balance putting on another one will not do anything , same goes for the flywheel , you are also assuming whoever rebuilt it balanced it correctly .
But that said I had a vibration in my car that turned out to be the flywheel . I was putting in a new clutch and had it resurfaced and my engine shop said it had been cut on an angle previously , was .020 thinner on one side , he made it flat and rebalanced it as it was off .
