Dart filler neck question #1351442

I took out the gas filler neck on my Dart to pull the gas tank and have a question. On the tank end of the neck was a rusty old spring that was half hanging out of it. Was that part of the filler neck from the factory or do you think it was one of those anti-gas theft gizmos from back in the day? Also, there is a flat piece of metal hanging out of the neck a little that is attached to the inside of it and runs almost all the way up to where the vent tube is attached. Did all of the filler necks have that as well? I started to pull on it with my pliers when I was yanking that spring thing out and kind of bent up the end of it. I thought it was attached to the spring because it has corrosion on it too but it wasn't. Upon closer inspection I realized it was attached to the inside of the tube. If they all didn't have this was it maybe a California thing as my car was built in L.A. and what would be the purpose of it?

Spring is a theft deterrent and the flat piece is to allow air to escape between it and the filler neck while filling the tank.
