is the solenoid not kicking the teeth out far enough to engage the flywheel or are the teeth when spinning for whatever reason too far away from the flywheel. Could take off the large cable & jump fire to the small solenoid terminal to move the teeth out so you can see where you're at

There;s an odd shaped piece of mounting hardware that comes with the scattershield mounting hardware. It's used on the bottom hole to hold the starter in place. If you look closely in this picture, you can see it in the bottom starter hole. It makes all the difference.
