72 Charger torsion bar installation question #1220113

Hello. I decided to change lower ball joint and lower control arm bushings. I have the upper and lower control arms off the car at this point.
Question: Now installing lower control arm. Ride height adjustment bolt is fully backed out and pivot shaft is in loosely. How do I index the torsion bar head and the pivot shaft? Do I just let the lower control arm hang down loose and just slide the torsion bar in?? OR do I push the arm further down so the pivot shaft aligns to the next flat on the torsion bar?
Another question: Pivot shaft assembly wobbles a little in the lower control arm. Is that normal? I hope so.

Try to get the arm down as far as possible to make most of the torsion bar.
