Broken glass from years ago on a project that I am restoring. Two screws on the top edge stripped. Looks like someone long ago attempted to remove or install glass with out removing the regulator. Do I grind off the two screws and go from there?

yes you need those screws taken off to get those "L" brackets off ad out of the way - your lucky I just did this 2 days ago on my 71 RR and took pics for future reference - and now yours, when you get those brackets off it comes out like so:
