Do u have to test a horn thru a horn relay or can u conect directly to 12 V battery without doing damage?

You can hit it with 12V and it will be OK.

The relay only uses the Negative (Ground) signal created by pushing the horn button to create a positive voltage signal to the horn.

Yes you can test one on a battery without doing damage. The reason for the relay is not to protect the horn, it's to limit the current going through the horn contact in the steering wheel.
