Not "really" needed, but it sure helps stop the engine from rattling on after turning the key off! Without it, you may have to turn the key off "in gear"...

No, it allows the center carb to fully close when de-energized due to the ignition being turned off. When energized, the idle stop solenoid holds the throttle plates open enough to provide sufficient air to maintain idle speed. If no solenoid is used, the base idle setting has to be increased, and it does not "drop" when the ignition is turned off...
