The power booster (to m/cyl) pushrod is adjusted too long. When this happens, the compensating port isn't uncovered at rest and the hydraulic pressure stays on.

The test to prove this:

Drive until the symptoms occur. Loosen the fitting at the master. brakes unlocked? See above!

I hope you don't have those SSBC aluminum calipers (clones of K-H A-body iron). They have major problems.
