Auto Zone rents (free) a dampner install tool, Works great... Is there room to do it with the rad in place? Better then the thing on which is a anyway

Take your bolt to the hardware store and get one that's about 2 inches longer. Use it to get the balancer on far enough so you can use the factory bolt to finish the job.
I love the smell of Deer guts in the morning, it smells like... VICTORY!
