Everything in that quote is incorrect. Fuel pressure holds the needle and seat open not closed and fuel level pushes the float against the back end of the needle pushing it against the seat and closing off the fuel flow. High fuel pressure will prevent the needle and seat from closing causing flooding exactly opposite of no fuel.

Steel needles are for use with fuels that eat viton needles. Has nothing to do with fuel pressure.

To answer the original poster: Use the low pressure pump without a regulator or use the high pressure pump with a regulator. Use the factory viton needle with either one.
