The question is CAN you? I see you evidently live in Oregon, do you not have smog checks for registration, or is it exempt?
The biggest problem is
The stock distributor advance curve is screwed up
(I don't remember it MAY have thermostatic control in the vacuum advance)
The stock carb is way too lean
and EGR
The fuel tank/ carbon canister stuff generally doesn't hurt a thing.
I'd unhook the EGR, or plug the valve, richen up the carb, and play with the spark advance and look for a control valve in the vacuum line between distributor and carb.
I don't remember the details on these. Single BIGest problem is the carbs were way too lean
