I'm not an engine builder, but of the used factory engines I've disassembled, I'd say yes, you should still have crosshatch after only 3000 miles, and I don't think they smould be smooth or slick. Clean them with a degreaser and see how they feel.

Read this and see what you think of your cylinder walls. Sounds like you might have glazing?
