Hard to say. You would have to know if that dwell time is normal or not for the electronic module? You could spin the distrubitor by hand or with a drill and check if your getting a good spark?

Pertronix Ignitor II. Saya it has "adaptive" dwell control? at idle it looks like it has about 10-degrees dewll, but it increases with RPM.
