Yes, I have a few of those Scott with both the masking tape and washer/phillips screw and some without.
I believe the operation of the carb-air cable combined with the stiffness of the short cable and the sharp bend caused it to jump out of the groove in the scoop.
The solution for a period of time was to use the washer/screw and, or the tape to hold it in place.

Here's a little tidbit of info from a Fram print mentioning washer and screw being deleted.
It could be interpreted as the washer/screw deletion was either scheduled for 10-30-69 which we know wasn't followed through on since there are numerous known examples existing well after then, or , they didn't add the scheduled date to the print in corresponding column.
That more likely being the case, its anyone's guess as to when this was implemented.
