If there has been extensive head milling or block decking you might try shimming the rocker shafts. I got a car in a trade that the PO couldn't get to run right for nothing. I did all the same things... new carb, dist, etc. On a suggestion I used some washers as shims under the rocker shafts and it was like magic... it was just enough to allow the valves to close
