The lower collar is for a 1970 floor shift (one year only)

This collar would lock with the key. Then a rod from a collum shift would conect to special linkage that would meet up on the shift lever on the transmission. when in park with the key removed it would lock the steering wheel and the floor gear selector(manual or automatic)

In 1971 the lower collar was changed to the lever that had to be pressed down to remove the key. This for floor shift cars. I cant remember if it locked the transmission or not. But I dont think it did.

aren't the 70's bigger like the cars with the keys in the column?

This is the correct size for 69 back columns.
