The LDP pump should be in the engine compartment.
The lines are plastic with o-ring snap together connections.
If the van has been wrecked at some time the lines or the plastic nipples on the LDP pump could be cracked or broken.

Sometime simply disconnecting the snap connections and reconnecting them will cure the problem.
I've seen in fix it alot of times in the assembly plant.
