My 71 chally does the same thing. The inside of the steering column pulls in and out about 3/8ths of an inch. When it is in, it bindes up, when you pull it out it turns smooth. There is a bad bushing or bearing some where, but I am not sure what parts it needs or if you can even still get parts for it. I've been waiting for a used column to pass my path.
