Many people confuse the issue..
A lower resistance ballast resistor, will run the coil @ a higher voltage.. We have been running the Mopar Blaster coil along with the 0.25 Ohms resistor for quite a while. And often someone will say that the 0.25 Ohms ballast is the wrong one as it should be of higher resistance. We keep a copy of the tech sheet suppled with the blaster coil in the glove box and in these instances people just shake their head and move on.
