Feb 3, 1970. My guess is that it wasn't a make or break thing for inspection. The only down side would be the loosing of the bolt do to the compressibility of the soft plug. Because the bolt goes into a weld-nut, the pad would serve no purpose . If sealing was a problem, they could have used a sealant on the bolt threads or used an encapsulated nut.
