I think I have solved my problem! After letting the battery sit on a charger over night the charging voltage now stays below 14.0 volts. I dont know at this point if it was a discharged battery that caused it or the regulator that I put on for the heck of it. Oh well I will keep an eye on it and maybe getting a new battery.
