That used to be the case, but God only knows what their DMV does now. Sometimes even years ago a clerk would insist on a new plate. The car's original plate - if it originated new in CA - would be very late in the alphabet for black plates, or very early for the blue. I had '69s that started with Y & Z (black) and A (blue).
