I've had two 5.9 Cummins powered Dodge trucks, a 1998 24 valve and my current 2006 Ram3500 4x4, both had the oil filter mounted up front on the passenger side behind the belt drive system.
Both of them needed to be turned clockwise to remove them from underneath the road side and tightened (lefty loosy, righty tity) by turning it counter clockwise .
