there are no 03-08 blocks being casted (ANYWHERE) the Speed master block is a reman block ,line bored and honed.
When they 1st listed them around X-mass the were 1500 introductory offer.
the one I have here has Billet caps and ARP main studs deck is finished at 9.249.....your better off buying the summit version for the 03-08 (SUM-150160) doesn't come with billet caps but it's only $1200.
