Every vehicle from about 2002 on was Federally Mandated to have a Brake Interlock System that required you to step on the brake pedal to move the shifter out of Park.
So you can thank the government for that, they didn't want little kids pulling the shifter out of park.


The shifter linkage is now actually a cable which on Chrysler Product is called a BITSI Cable (pretty sure it's an acronym for Brake Interlock System).

It uses an electric solenoid on the cable to lock the shifter from coming out of Park unless you step on the brake which energizes the solenoid.

There's a manual override on the system that usually requires a thin pick pushed through a hole for towing purposes when the battery is dead.
