With tuning software you can actually mark stuff not to report... which won't show up in an emissions test, meaning it would pass. I'm not saying to do this, probably illegal, but can be done.

Basically emissions checks for stored codes and there are readiness monitors. Like for o2 sensors, evp system etc.
