Pretty sure to be completely technical California emissions standards were implemented for the 1961 Model year in California only with the introduction of a mandated PCV valve.

Al is correct on this up I bought a used 1959 Dodge Coronet in 1962 or 1963 (CRS) that had a add on PCV conversion installed on it by the used car lot that I bought if from in San Bernardino,CA.
They didn't even remove the intake manifold when they drilled two holes into it for fittings for the PCV vacuum line connected to a T vacuum fitting runaway
I was working in a service station in SO CA and we got into installing those kits back then wrench
