A couple of thoughts,

Yes that does look like a new module assembly, The retainer ring will not come with the pump and is reused, The "gray thing" is not the fuel outlet, it is the rollover/vent valve.
The Metal can on top is the filter/regulator and the fuel outlet is on the side of it.
Most likely they lifted the bed to do the job (it is easier if the tank is full) look at the bed mounting bolts to see if they have been disturbed.
That is not out of line for a OE pump assembly however that labor seems abnormally high, but that is somewhat subjective depending on the area of the country one is in.
