Mystery solved. Turn it backwards. This car sat for 32 years before I got it and made it my daily driver 3 years ago... I never applied enough force. I cranked on it just a few minutes ago, and sure enough it went. Now it goes with a nice easy click.
Thank you all. Now I just need to get the fuel pump moved over to IGN 1.
