So this may be a dumb question, what if I install solenoids just to plug
holes and not functional since the trucks not wired for them, would that work? weighing out my options here.

Yes that will work. I would ask the engine builder which lifters the engine has in it. I would bet it does have MDS lifters in it. If it does have the MDS lifters in it I would put four solenoids in the holes and be done with it. It's the fastest way to get it running. If it happens to have non-MDS lifters in the engine then it's as simple and MDS plugs...
