Hopefully he doesn't have the dash light dimmer switch rolled all the way down which is off.

My first guess would be to verify that power is coming through the roller dimmer switch on the right side of the main headlight switch.

If power is coming out of the switch, it is more than likely a wiring problem between the switch and the dash cluster lights.

Other than that, it maybe a grounding problem.
