are these two clips on top of RH inner fender correct, what is routed there?

vacuum line retainers for the AIR GRABBER reservoir? black or white retainers for the lines attached on the bottom of the hood?
They don't even look like Mopar to me. The Air Grabber clips on the hood don't have ridges on them and can't open up without removing them from their mounting holes. It looks like these can open up from the top side.
