There's a product available at most autoparts stores called Nu-finish, it's in an orange container. It works surprisingly well for what you're describing. It's reasonably inexpensive, easy to apply, and last for quite a while.

There are also wipe-on type commercial products called "Swirl Removers" available at professional auto body supply stores.

All these products do is fill the microscoping swirls with product, causing the light not to reflect off them as much. It works much like when you car is wet.

They do not address the core problem though, and you have to keep re-applying them to maintain the effect.
