It doesn't really matter.
That being said, just because it's just as easy to install one way as the other.
If you look at the ends of the outer coils you'll see they also have two distinctly different cuts on the ends, that are basically the same as the inners.
I install the inners so that the inner and outer springs have the cuts match each other end for end.
