those are parallel circuits which means each bulb must be grounded to the metal frame either seperately or by a common black ground wire linking all the socket bases to the frame. Pull a batt cable (good habit to get into when checking ohms). switch meter to ohms. see if you have continuity between each taillight housing and nearby floorpan metal.
