No, the socket part turns independently of the lower control arm. Maybe yours are gunked up or stuck together. Try spraying some PB Blaster or something similar on it to loosen it. The cross-bar that the adjusting bolt goes thru is anchored against the lower control arm, and the top of the adjusting bolt fits into the end of the arm that sticks out of the socket. This allows you to raise or lower the suspension in relation to the torsion bar.
