You should change the main jets, I do both the primarys and secondarys at the same time unless I see a need for staggered jetting, for the mph and then do any fine tuning on the HS bleeds. I normally start on the idle circiuts before I do any main jet changing and the same on the accelerator pump circiuts and squirters, in other words I do the idle and staring line first and do the main jets lasts
