First thing to do is air in/out.I would start with the K&N cold air intake and then improve the exhaust.A high flow cat and 3" single exhaust will wake it up.Headers a little more.
Then you can look at intake/1.7 roller rockers/cams/Throttle bodies,etc.

Edit;A good basic tuneup of plugs/wires/cap/rotor/fuel filter(if external)is a good place to start before hopping it up.
