I could use a little air grabber theory of operation..

I have a '71 GTX with a cobbled together air grabber. It's complete and plumbed correctly (I got the schematic from the Moparts Archive) except it's missing the spring that goes from the arm to the bracket and the engine off-bleed off solenoid (only comes into play if the car is shut off?). The reed valve in the canister seems to work OK, but there's not much vacuum at idle. The system seems to hold vacuum OK.

The scoop opens slowly when the switch is moved to Open. Closed does not seem to work at all.

Is the closed vacuum supposed to overcome the open vacuum? Is the spring needed to pull it closed?
